沈伯洋為台北大學犯罪學研究所助理教授畢，業於美國加州大學犯罪與法律社會學博士，筆名撲馬，曾任過律師。專長領域為刑法、法律社會學、刑事政策、白領犯罪。本次沈伯洋教授帶來的主題為新冠肺炎下的資訊戰新模式，告訴聽眾何謂資訊戰，目前的資訊戰是如何運行，以及沈伯洋博士的團隊如何運行並找出內容農場。

沈伯洋博士從小立志當律師，希望能協助弱勢者，後因於大學課堂中開始對弱勢者的定義感到不安，對於法律的正義感到懷疑。直到接觸到法律社會學及法律人類學後，又重新燃起對學術的熱情。在法律社會學，政府的決策如何形成，立法者的心理如何被群眾影響，進而立出不良法律，而執行者又因為文化背景造成執法的偏差，最終人民也因為知識的差異或資本的差異造成接受法律保護的不公平等，都是沈伯洋博士所研究的議題，也是當代重要的問題。
